Environmental Policy of Concern Morinformsystem-Agat JSC

Concern Morinformsystem-Agat JSC (hereafter the Concern) activity is connected to the industrial impact on the environment, for this reason, the Concern is consecutively improving the internal corporate Environmental Policy. In 1981, for the purpose of ensuring the comprehensive approach and coordination of activities of the Concern departments in the area of environmental protection, the Environmental Protection Department (hereafter EPD) was established pursuant to the Directive SP-20/428 dated 15.05.1980 and to the Order of General Director of Agat Scientific Production Association dated 05.02.1981. The EPD currently operates in accordance with the articles 39, 51, 64 of the Environmental Protection Law of the Russian Federation No. 7-FZ, articles 11, 19, 26 of the Russian Federation Law on Production and Consumption Waste No. 89-FZ, articles 11, 24, 25, 32 of the Russian Federation Law on Sanitary and Epidemiological Welfare of the Population No. 52-FZ, articles 9, 15, 21, 22, 30 of the Russian Federation Law on Protection of Atmospheric Air No. 96-FZ. The impact of the Concern activities on the environment determines its civil responsibility. Due to realizing of this responsibility, the Concern adopted the Environmental Policy. The Concern responsibility for environmental preservation, safety and reliability of shipments increases when it fulfils ecological and social obligations, assigned in the present Environmental Policy.

Concern Environmental Policy is based on the Constitution of the Russian Federation, federal statues and other laws and regulations of the Russian Federation, international agreements of the Russian Federation in the area of environmental protection and rational use of natural resources.

According to the Concept of Sustainable Development of the Russian Federation assigned by the Russian Federation Presidential Decree No. 440 dated April 1, 1996 and the present Environmental Policy, it seems possible to ensure balanced resolution of social and economic issues and preservation of favourable environment and natural resources potential in order to make a worthy contribution of the Concern in the world community intention to satisfy the needs of the present and future generations by reaching harmony with nature and forming sphere of thought (noosphere), which was scientifically substantiated by Vladimir Vernadsky.

Obligations of Concern Morinformsystem-Agat JSC in the domain of environmental protection

To guarantee compliance with all regulations, assigned by the laws of the Russian Federation and international regulatory acts in the area of environmental protection and to adhere to the principles of the Russian Ecological Doctrine, approved by the Government Executive Order No. 1225-r dated August 31, 2002.

  • To ensure resource-saving, reduction of negative impact on the environment, to take any possible measures for preservation of climate, biodiversity and compensation for environmental damages.
  • To increase energy efficiency of the production processes at all stages.
  • To ensure constant improvement of the Concern environmental protection activities as well as the management system for these activities.
  • To prevent pollution, which means that preventive actions to avoid negative impact on the environment should prevail over the control of impact consequences.
  • Constantly improve the state of labor protection and industrial safety at its production facilities by creating such work conditions that meet the requirements of the safety and sanitation standards.
  • To arrange continuous professional and ecological education of the company employees.
  • To ensure wide availability of the ecological data on the Concern economic activity, transparency of its environmental protection activities and decisions made in this field.

Objectives of Concern Morinformsystem-Agat JSC in the domain of environmental protection

The obligations, assumed by the Concern, are the basis for establishing the long-term strategic objectives in the field of environmental protection. The objectives are as follows:

  • Mitigation of negative human impact on the environment per product;
  • Involvement of all the employees of the Concern activities for reduction of environmental risks, integration of eco-management system and production parameters in the field of environmental protection;
  • Environmental certification of products;
  • Carrying out and stimulation of scientific researches focused on improving of energy efficiency, reduction of negative impact on the environment and ecological risk mitigation;
  • Improvement of ecology training system;
  • Encouragement of employees to use creative potential of each worker in the field of resource-saving and ecological risks mitigation;
  • Active cooperation with civil society organizations interested in environmental safety of the Concern activities.

The current Environmental Policy is prior, and each employee of the Concern should be informed thereof.

Environmental Policy, being the official position of the Concern regarding environmental protection and the implementation of the sustainable development concept under present-day conditions, is the basis for determination of environmental strategy of the Concern, goal-oriented short- and medium-term action planning in the field of ecology.

Environmental Policy will be implemented through confirmation of the obligations on environmental protection in the agreements with the contractor and supplier.

Environmental Policy is subject to revision, correction and improvement if there are changes in priorities of development and Concern activity conditions.

  • Impact on ambient air

    Protection of ambient air is the most significant environmental aspect of the Concern production activity.

    The top-priority task for the Concern EPD is establishing of the corporate system of monitoring, inventory and accounting of polluting substance emissions.

    The total pollution emission equals 1.12 t/year (1.87 g/s), 85% of which – gaseous effluents.

    The Concern has developed the project defining the standards of maximum permissible polluting substance emissions to the ambient air thereunder Emission Permit was obtained. Considering that atmosphere pollution level does not exceed 0.1 of the reference values of maximum permissible concentration, the Concern’s emissions can be qualified as maximum permissible polluting substance emissions for all substances.

    The Concern implements programmes on production re-equipment and modernization, programme on energy saving as well as best existing practices and technologies in the field of resource-saving and environmental protection. All abovementioned helps to reduce negative impact on the ambient air.

    In 2010, total emissions of polluting substances to the ambient air from the stationary sources of the Concern were reduced by almost 36% relative to the level in 2003.

  • Water conservation

    One of the ways of rational water usage is integration of circulating water supply systems.

    The key aspect for reduction of production facility impact on the water resources is quality of purifying procedures and reduction of water intake.

    In this regard, the Concern carries out administrative and technical activities, in particular mounting of water flow meters, which facilitates significant economy of water resources.

    Efficiency enhancement of operating purification facilities and implementation of new technologies in sewage treatment, which provide standard quality of wastewater treatment.

    The Concern traditionally pays much attention to the problems of rational usage of water resources and surface water protection from pollution. Despite the increase in production, there was observed the reduction of general water consumption and water use in the Concern (due to reduction of water use for drinking and household purposes).

  • Management of production wastes

    Management of production and consumption wastes concerns the significant risks of causing damage to the environment. Considering that, the Concern tends to implement cutting-edge practices and technologies of waste minimization in production.

    Due to providing specialized organizations that perform recycling and disposal of wastes, the activities on reduction of wastes are carried out.

    The Concern has developed the Project of Waste Generation and Storage Limits thereunder the Document on confirmation of waste generation and storage limits was obtained.

    As per the Project of Waste Generation and Storage Limits, wastes with the following hazard class are generated: Class I (0.9 t/year), Class III (3.7 t/year), Class IV (273.36 t/year), and Class V (426.1 t/year).

    The Concern arranged specialized site for accumulation of production and consumption wastes. The measures were taken to provide environmental safety of the site. Temporary accumulation facilities were equipped subject to hazard class, physical and chemical properties, reactivity of stored wastes, as well as the requirements stated in GOST and SNIP building standards.

    The stored wastes inherently and due to storage conditions do not emit hazardous substances to the ambient air and do not pollute soil, underground and surface waters. The amount of wastes, temporary accumulated before removal, is defined on the basis of fire safety and internal regulations.

    Neutralization of wastes of I-III hazard classes is performed by the specialized companies on contractual basis.

    Wastes of IV-V classes (household and other non-toxic wastes) are stored at sites designed for household wastes. Transportation is also conducted on contractual basis.

  • Eco-management system

    Environmental protection policy is being developed and implemented in the Concern.

    Implementation of international standards of eco-management, high level of Russian and international laws compliance, as well as increase of annual investments in the environmental protection – these are the basics of the Concern strategic approach to the rational use of natural resources.

    Environmental Policy of the Concern determined integration and maintenance of effective eco-management system, based on the ISO 14001 international standard requirements, as one of the means for achieving strategic goals in environmental protection.

    ISO 14001 is world-class standard for environmental protection activities and a useful tool for increase of their effectiveness. The standard includes a list of requirements to the eco-management system.

    Eco-management system of the Concern is the large structure integrating environmental protection control elements. The essential components of eco-management system are the company’s Environmental Policy, database of regulatory documents and standards of environmental protection, rational use of natural resources, and energy saving. EPD, established for environmental protection matters, carries out comprehensive assessment of the Concern environmental protection activities.

  • Energy saving and Industrial sanitation

    The Concern is consequently conducts the policy of energy saving and increase of energy efficiency of production processes. System-based work is carried out for all the types of activities.

    The Concern carries out energy saving activities that increase production energy efficiency and reduce negative impact on the environment.

    Environmental production monitoring of the Concern is performed through inspection of compliance with environmental laws in departments as well as through estimation of production environment and its impact on the environment and personnel by means of quantitative chemical analysis.

    EPD includes chemical-analytical laboratory, established in the Concern. The laboratory is accredited for technical expertise by the Federal Agency on Technical Regulation and Metrology according to the GOST R ISO/IEC 17025-2006 system (ISO/IEC 17025:2005 international standard) and is registered under No. ROSS RU.0001.513460 in the National Registry.
